An interactive map design tool?

On the horizon, the task of writing an interactive svg-map of the shopping center is brewing. What can you advise?
Ready-made solutions are not for us. I am looking for a tool for convenient work with graphics and data.
For now, I have d3.js and snap.svg to choose from.

I have not tried any of them in practice yet, and in general I am faced with a similar task for the first time.
Therefore, the question is not entirely clear, and in general, why are you doing this?
