Amazon web services. Could not get to the start of the server. Where is the problem?

Decided to test Amazon. As I understand it, you can test for a year for free.
1. Started a qiwi visa (with a zero balance - it seems nowhere is it written that they will withdraw money without exceeding the
free usage limits).
2. Opened an account. At the confirmation step by the phone code - a plug (the problem is in the bodies, as I understand it). On the third attempt, the message is - figs to you, try in 12 hours (card data is entered).
3. Registered an acc to a different phone number, but with the same qiwi card
4. Confirmed the acc through the phone.
5. I chose an instance in Frankfurt, ubuntu 14.04, created and downloaded the key.
6. I launch the instance, and it gives me:

There is a restriction for new users - new instances can only be launched in two regions: US East (Northern Virginia), US West (Oregon), but you can inform AWS support of your preferred region and it will be possible to launch there.
