Amazon S3 for government institutions in Russia?

Hello, there was a desire to transfer some resources (the moodle database, backups of photo and video archives) of the organization to Amazon S3 due to the extremely low price.
But the question arose of how all this is formalized, especially for state institutions?

1. Given that the state. institutions cannot do without any contracts / applications / certificates with a blue seal and, in particular, invoices (they are required even from individual entrepreneurs on the simplified tax system, which cannot issue invoices), then you are unlikely to work with Amazon.
2. If personal data is stored in your database, FZ-152 will not allow you to transfer it across borders.
Conclusion: it is most convenient to choose a Russian company with a DC in Russia.

Especially for state institutions, a project of Rostelecom was invented . National cloud platform
I won’t tell you the prices, but some organizations that have contracts with Rostelecom use it.
