Amazon, how to restore access?

There is a VPS on Amazon that is used within the free year, authentication with confirmation through the application (MFA) has been configured. The phone with the application sank and was replaced, so now it is not possible to enter the console. To disable MFA, technical support asks for a document certified by a notary, but in my hole, notaries do not know English and refuse to certify anything. How to be? I restored access by phone several times without any notaries. You leave a request on the site, they call, tell the problem, they send a code to be dictated by mail, and that's it - mfa is disabled. Communication is, of course, in English.

Yes, I don’t care if the notaries know your English or not, they demand from you not a document certified by a notary, but a document with your signature certified by a notary - that is, the notary is only required to certify the signature that it is yours and what is written there is no longer his business.
