Allow blocked content in IE?

An error pops up on the rendered page: "Microsoft Explorer has prohibited the execution of scripts and ActiveX controls on this page."

It pops up even when only pure html is used, I tried to disable js and css from the html file. Tell me what to do with it, or at least where to look, searching for such requests only leads to instructions for setting up IE.

Browser Options - Security - Other - Scripts - Active Scripts - Disable / then it will ask you to allow blocked content once, after that it no longer displays the nastiness and offline
