While the agent jobs are running, the browser slows down and, in general, the server slows down. Is it possible to instruct agent jobs to run in low/slow load mode?

There is no possibility to lower the priority for jobs. You need to look at what a particular job does and try to optimize its work. Or you need to raise the performance of the server.
