Adobe Edge Animate installation on Windows 8.1 via Creative Cloud. How to make the bootloader believe that DirectX 10 is no longer fashionable?

Good day! Is there anyone who managed to install Edge Animate on Windows 8.1 via Creative cloud? The problem is that the installer gives me an error at the end of the download / installation: Installation failed. Error details:

Exit Code: 6
Please see specific errors below for troubleshooting. For example, ERROR:
-------------------------------------- Summary ------ ---------------------------------
0 fatal error(s), 1 error(s)
----- ------ Payload: DirectX 10.0.0.0 {9DDAF699-BA5E-48e3-8A09-7AC369D6EEA1} -----------
ERROR: Third party payload installer DXSETUP.exe failed with exit code: -9
-------------------------------------------------- ------------------------------------

If I understand correctly, then the program requires DirectX 10 version. I have installed DirectX 11 version ("Native" for Windows 8.1).
Okay, we are trying to install version 10, but it does not install, because
A newer or equivalent version of DirectX is already installed.

On the technical support site, the guy already tried to write about this error, but he was sent to the page with the technical characteristics of the program.
