Admob is blocking ads for cheating in a VPN app, is there a way to fix this?

Good day, I ran into this problem, released a VPN application, added interstitial advertising when connecting to the server, installed Admob there, which was eventually turned off for cheating, sort of, as I understand it, due to the fact that when there were clicks on ads, users I had the same IP address and for this reason, apparently, I got blocked, is there a way to avoid blocking in the future? Now I made a new account for advertising, but I don’t include it in the application yet so that I don’t get blocked again, are there options for how to show ads so I don’t get blocked?
