Accounting for budgets by directions?

Good afternoon. All acquaintances and friends passed. The question remains.
I am looking for a service that allows you to make a budget and manage several cash desks.
The point is this.
There is 1 direction, within this direction there are Subtasks.
For each Subtask there is a Budget for the Client and the Contractor (executors).
All the systems that I have seen either do not provide a breakdown into Budgets, or the Budget is tied strictly to time periods. My time is not limited.
I tried in excel. On one page I indicate all the input data, based on them I make a pivot table, and based on the Pivot Table, on the next page I display data for myself.
But as soon as a new line appears in the pivot table, my last report floats.
On this and in search of some kind of online service.
I ask for your help

Better deal with Excel - it will give you much more than any service.

1) Make in Google Spreadsheets.
2) Call on Podio.com. There, if you connect automation, you can also generate pdf (for example, an invoice) and notify the right people about exceeding the budget.
