Accessing a database (Mysql) from devices created on the knee?

There is an idea for a device, an access control system that will exchange information with the database, but I'm going to do it from scratch (I took such a task at the university), it's clear about readers, but how to transfer data over the Internet? What do you need to buy, study?

you will not work directly with the database (man "three-tier architecture")
you will have "business logic". then make api (man rest/jsonrpc/mqtt/younameit)
and in the device "on your knee" do work with api according to the selected protocol
