Good time, tell me where in ECP you can set permissions for viewing for OWA, for example: the head of the department in his mailbox sees not only his mail, but also what is happening in the mailbox of his subordinate without the possibility of deleting, sending or unreading from letters?

Most likely it was configured before you. All there is in the interface is a Full Access and/or Send As assignment.
What you need can be implemented:
A) Set the rights to the Inbox folder (and other necessary folders) of the guinea box using the Set-MailboxFolderPermission or Add-MailboxFolderPermission cmdlets (in the Russian version of Exchange, the folder names are also Russian). Required rights - FolderVisible and ReadItems or Reviewer role;
B) Create a transport rule on the server that will automatically copy all (for example, incoming) messages from the experimental box to the boss's box
