Access denied when generating certificate?

Hey!

I have windows 10, visual studio 2019 and I created an asp net core project 
like everyone else where I saw it, a panel is displayed with the creation of an ssl certificate, but when I click yes, I get access denied, how to fix it?

Help, I will be grateful!!!

I want to add that when I start the application, I get a warning that the connection is not confidential and https is crossed out in the line with the link.

Run VisualStudio as administrator and you will be happy
