Some manager told him that the site must be on Belarusian hosting, assuring that these are requirements

At a special conference on May 26, 2010, representatives of the Ministry of Communications and BelGIE tried to clarify some of the pressing issues of registration of Belarusian sites, mailboxes and other information systems to the press, providers and hosting providers.

If you provide an Internet service on the territory of the Republic of Belarus or using the resources of the national segment of the Internet, the so-called Bynet, then your information network, system or resource with which you conduct this activity must be registered in the prescribed manner and the technical means of this systems, networks or resources must be located on the territory of the Republic of Belarus.
If the service is provided to a non-resident of the Republic of Belarus outside the territory of the Republic of Belarus, then the decree does not establish separate exemptions in this case. The business entity itself has the right to determine who will provide these services to it.
You definitely need to understand: if not on the territory of the Republic of Belarus and not using the national segment of the Internet.

Hosting must be Belarusian, and the server of the online store must be located in Belarus
According to the Decree of the President of the Republic of Belarus No. 60, paragraph 2, hosting must be carried out in the Republic of Belarus. The server that ensures the functioning of the site must also be physically located on the territory of Belarus.
Failure to comply with the requirements of Decree No. 60 entails administrative liability in the form of a fine for an individual entrepreneur or legal entity in the amount of ten to thirty basic units (part 1 of article 22.16 of the Code of Administrative Offenses of the Republic of Belarus).

It follows from the above that if services are provided to non-residents of the Republic of Belarus and the infrastructure of the Republic of Belarus is not used, then there are no restrictions.
As soon as at least one condition from the previous sentence is triggered, we immediately encounter Decree of the President of the Republic of Belarus No. 60, paragraph 2.
A domain in the BY zone is already the use of the resources of the national segment of the Internet, the so-called Bynet, i.e. again 60 decree.
There was one buyer from the Republic of Belarus - this was the provision of services to a resident of the Republic of Belarus, i.e. again 60 decree.
I remind you that this all concerns a business entity of a resident of the Republic of Belarus.
