What system can you recommend for organizing purchase requisitions?
There are several departments so that everyone can create an application, submit it for consideration and track further actions with it. Like a ticket system. Preferably selfhosted, to deploy ourselves.

What's wrong with the classic ticket system? Drawers are usually flexibly configured.
Or CRM. For example, AmoCRM is just a good fit for this. They position it as a CRM for small sales teams.
If the requirements are not hellish, you can bike your own.
