Suppose there is a ruble account in a bank outside the Russian Federation. And the task is to send a transfer to this account from
a) the Russian Federation
b) not from the Russian Federation, and not from the country where this one is open, but from the third country.
If you send dollars to a dollar account, then it’s understandable - SWIFT, the commission is about $ 20, up to 5 business days. How about rubles?
Also, will such a transfer go through the Russian Federation in any case and will it be visible there?

In general, most of the questions you should be answered by the bank in which you have an account, to the remaining bank from which you want to send
In Russian banks in Internet banks, in principle, there is no way to send rubles abroad and I'm not sure that this option is available in branches manually, but if there are commissions, they will clearly be more than swift
Currency transfers are monitored by their regulators, if you send rubles, conditionally, from Cyprus to Latvia, the Central Bank of the Russian Federation will receive information about this transfer, otherwise the sender's and recipient's banks would not have this currency at their disposal.
