For the event, you need a program in which you can add mp3 files ( voice announcements ) and that these mp3 files are automatically played at a certain (appointed) time.

Can you tell me something from ready-made implementations?

Any scheduler (nnCron or even a standard Windows Task Scheduler) capable of performing specified actions at a given time + your favorite player (no doubt capable of getting the name of an audio file from the command line).
It is not necessary to look for a separate program for every simple task.
