A program to combine images into one big one?

Tell me a program with which you can easily connect small pictures together. For example, to create photo instructions (step 1, step 2, ...)
In conventional photo editors, you have to manually calculate the final size of the canvas, set it, import one picture, place it, import the second, place it pixel by pixel so that it is close to the first etc.
And I would like to just specify a set of pictures and have the program automatically connect them. And if I wanted to, I could swap them with a simple drag and drop.
Under Windows, preferably free.
