A fast torrent client with a Web interface, access control and a folder selection for saving?

Good afternoon.
Looking for subj. In more detail: at home there is a separate computer for storing / downloading various files. Now, if someone wants to download something, you need to download the torrent file, go to the computer via RDP and manually add it to uTorrent.
It has a web interface, but the problem is that it doesn't allow you to choose where to save the torrent content in an obvious way. I would also like at least some support for multiple users (each can only manage their own torrents), but this is more of a desire.
Another requirement for the program is that it should not slow down. A long time ago I tested uTorrent and a couple of other clients, and uTorrent consistently downloaded half a meter per second faster. I don't know what it could be related to.
Can anyone recommend something that fits the description? OS: Windows Server 2008 R2 (Windows 7).

I think this should help you. Just do what is more convenient for you, depending on your network topology.
If not, then explain in more detail what "... it does not allow you to choose in an obvious way where to save the torrent.". If you mean that all torrents are stored somewhere in "C:\Documents and Settings\...", then the solution is this: find this folder and move it where you need, and then make a symlink to it.
I don't know about users. But, in principle, it can be implemented using OS tools.
