I think XBTT is suitable for a tracker, but there are still many incomprehensible nuances.
After setting up the tracker, as I understand it, you need to create torrent files for all files and put them up for distribution in the same rtorrent?
For many years of working with rtorrent as a rocking chair, I have come across its instability more than once. The more files, the more it freezes / crashes.

Probably found a solution after all. It turns out that the torrent supports Web Seeding.
We create a torrent and specifies an http link to it as a source.
