I have a task: I need to teach Apache to contact oracle (select'om to which he will receive a response of 0 or 1) at the stage of checking the client certificate in the process of establishing an HTTPS connection.
Are there modules or regular tools that can do this? In what direction to think?

Why do you need to contact Oracle when checking a client certificate? Do you store certificates in a database?
