Why does OracleException return a wry message?

Hello.
There is a client application which works in DB.
Everything works, but there is a nuance. When I get errors I get something like this

Oracle.ManagedDataAccess.Client.OracleException (0x80004005): ORA-24381: ?????? ? ??????? DML
ORA-12899: ???????? ??? ??????? "TEST"."MYBD"."NAME" ??????? ?????? (???????????: 27, ????????????: 22)

Yes, of course, getting ORA-12899, you can guess what the problem was.
But still I want to have a normal view.
Tried to play around with NLS_LANG, set EnvVar to AMERICAN_AMERICA.CL8MSWIN1251, didn't help.
If you have any ideas, please tell me.

Application setup? Forced change of NLS_LANG to other than AMERICAN?
