2 networks, VPN, white ip, port forwarding, RADMIN?

I'm sure there are similar questions on the internet. But after re-reading them, the problem is not solved.
So we have:
1. Local network with a server, a couple of routers. In general, iron is a complete set. White ip, all ports are open. The software is also fine.
2. Another network network, let's call it "2". We have: gray, dynamic Ip. Server, router.
Task: run game servers, Apaches and the like on a server in the second network. The problem is how to forward ports to the first network, then to the Internet?
And a parallel question is how to make RADMIN work in these networks. That is, raise RADMIN.host on network "2" and RADMIN.client on network "1".
