Creating a proxy from VPS. A couple of newbie questions?

For safe surfing through public Wi-Fi, and to bypass the regional restrictions of various sites, the idea has arisen to make a proxy server on vps with a foreign ip. I have never done this, now I smoke all sorts of mana, in connection with this, several questions arose that I want to clarify for myself.
1. About the scheme of work. I think so - I install openvpn on the server, connect from my computer there, configure the routing so that the default gateway is VPS, on which I turn on NAT in the firewall, open access from the outside to some ports on my computer, etc. All traffic goes through the encrypted VPN connection to my server and then to the Internet. I sit satisfied in any cafe and do not worry about my passwords.
But if the connection is suddenly interrupted, will the traffic bypass the VPN through an unencrypted channel? How to avoid it?
2. In which case, you can raise the proxy via ssh (for example, as here - habrahabr.ru/blogs/internet/116214/ ), and then the main heavy traffic (torrents, etc.) goes through a regular connection, and at that time I I change the proxy address in the browser and visit sites through vps.
Everything seems to be logical, but if you notice problems with logic, write, I will be grateful.
and 3. Which foreign provider would you recommend that normally accepts such use of its server, charges little money for its services and, preferably, does not require a million scans of passports, credit cards, apartment bills, etc. I'm not going to break the law, but excessive bureaucracy and curiosity about one's person is unpleasant.

Look here about foreign budget vps: http://cheap-hosting.rf/ the cheapest for 150 rubles for anonymization is enough for the eyes. They do not require passports or anything else, just indicate the card for payment.
