1x admob banner = 1x android app or not?

Good afternoon.
As I understand it, it is possible to create a 1x ad unit and use it (by its id) in multiple applications. Naturally, the admob block wizard encourages you to do everything according to the standard scheme, nevertheless ...
Question: Any thoughts on the benefit / loss in the scheme of using 1x admob block in several applications? Or maybe there are even some serious risks, such as closing a developer account by google?
