Is there a library or ready-made application for calling Android Platform API methods remotely?

I need to create objects described in the Android Platform API and call their methods remotely in any way: sockets, web sockets, etc. Is there a library or application that implements these features?
Situation example. I connect to the Basic application on a smartphone via a web socket from the Browser on a PC (the program is written in JS for example). I call the procedure for creating a button in the Basic Application from the Browser. I press this button on my smartphone. The browser reacts in some way to the click.
