100% uptime with CloudFlare?

1) Is it true that if you install CloudFlare, you can provide 100% uptime? and the site will not go down at all due to some possible problems at the hosting level.
If yes, is it included in the free CloudFlare plan?
2) I heard that our Roskomnadzor often blocks IPs from Cloudflare.

1 Partly, if the hosting is dead. then the site is dead. cloudflare will pull up a static copy from the cache.
2 You can buy if you buy a business plan for $200 per month.

1. 100% no. On the free plan, sites are not available, while the site itself works fine (to check this, I made a technical subdomain that was not proxied through the CA).
-SLL-certificate from CF - neutered, old Chrome/WinXP can't access sites - incompatible encryption protocol.
You put a certificate from letsencrypt - everything is fine and compatible.
Otherwise - CF works like clockwork.
2. If Cloudflare's IP is blocked by the RKN - write to them, explain that it was not you who was blocked, and they change the IP. You can also create a new account - it will be tied to a different IP.
