Zabbix 4 tag action exceptions not working?

I want to do the following:
Have one common action (sending a message) for all triggers, and, if necessary, exclude some triggers from there and transfer them to a separate action with a more advanced notification on this problem (attach a graph, take some data from items, etc.). I tried to turn this exception with both tags and trigger names, nothing comes out, the notification still continues to pour through the general action. I am attaching screenshots of the settings.

You can do it differently:
First, make the "Name - value" tag
And then - the action condition
