YouTube video freezes in Chrome, what is the reason?

My laptop is weak, but the video at 720 pulls without lags, only on YouTube the video at 720 is loaded all the time, lags and drops frames. Although it seems like it should be loaded for at least 1 minute, judging by the white bar on the timeline. If you look at the link in VLC in the same 720 - everything is fine and there are no freezes or noticeable drops. Internet is normal. Hence the questions - is the problem in youtube itself? Chrome? Or in something else and how to fix it?

If you have Windows, then watch YouTube in IE or Edge browsers - you can even watch 4K on the most dead process. For Chrome, try the h264ify extension

Perhaps changing the codec from vp9 to h264 will help, since vp9 consumes more resources
