Want something like this -

?language=russianrecently disappeared and no one knows what's next. Probably, now the user's personal settings interrupt what the author has set.

The parameter hlis responsible for the interface language and can affect the language of the subtitle track, but the official documentation says the following:

Note that YouTube might select a different caption track language for a particular user based on the user's individual language preferences and the availability of caption tracks.
