YouTube shows ads on an account with few subscribers, what to do?

There is my small channel, there are only 15 videos, I keep it just for fun -
yesterday I went to look at my video and was stunned - an advertising video is shown and then my content.
Question - because my channel has 700 subscribers and not a large display in time (in order to receive money from advertising),
why did it start showing ad inserts?
Ok, if it shows, then why don't they charge for shows? :)
Maybe something has changed and I don't know?
PS in Google Studios LC they write that there are few impressions and monetization cannot be turned on yet

Regardless of monetization (and it seems like even the number of subscribers and so on), YouTube will show ads. I don't remember when this feature was introduced, but it's sad :(.
