Youtube's quality buttons disappear

I launch any YouTube video in Chrome, it is cached for a few seconds, then the video plays up to this point and stops. It dulls for a long time, while the quality with which the video was played disappears, it switches to a worse quality, and so on until all the qualities are over. Screenshot:

I think these are player problems, on iOs this garbage has been around for several months. And the quality is jumping back and forth, it's disgusting to look at. And there are no problems with alternative players.
