It is clear that showing a page with VK will not work, show the contents of this page and link to a page or post in VK, this is done easily and everywhere.

As far as I remember, there are hashtag ads on Instagram. At the very least, it’s not a problem to gather an audience by the hashtag yourself and send them a mailing list in direct.
