Youtube always sets it to 360p. How to change?

The Internet is 400 Mbps, the computer is powerful enough, but YouTube in google chrome sets "Auto-tuning 360p" every time and you have to change it manually. Can this be fixed?

and who said that the Internet is 400Mbps?
the provider can be at least 10Gbps, but you need speed at least to the nearest youtube cache .
ps when using vpn/proxy, everything becomes not so pretty, so turn it off

In your Google account settings, set the quality you want by default.
