Your mail server or mailing service?

Hello! There is a task to organize e-mail distribution on base of clients. I know all the goodies of services. Tracking actions, no one will ban you and so on .. But the boss does not want to pay money and is on the point of setting up his server for mailings, and I cannot convey to him why this is not worth doing. We have a VPS, there are 6 sites on it. As far as I understand, I can put some kind of mailer there, for example, Exim. What can he do? Does it have a web interface of some kind? What load will be on the server when sending 500 emails per day? And what is the risk of sending letters from the same ip where there are a lot of sites? Well, will mailers block such mailings?
I am not going to set up anything on my own, we will involve a specialist. I want to know what to expect and what to demand.

Calculate the cost of the work of a specialist + improvements + unscheduled work in case of problems. From here, push off. Most likely, the cost of the finished service will be lower, perhaps even at times.
