Young blog and root pages. What is the search engine promotion strategy?

I chose a strategy for promoting a new blog on wordpress through several voluminous root pages (3-4pcs.) Closed up for very competitive key phrases, and link to them in other low-frequency articles of similar topics ("long-tail"). The question is, do these root pages need to be present immediately when the site is launched? Or is it better to fill the blog with "low-frequency" posts at first, and publish the most important pages in six months or a year, when the search engines "make friends" with the resource?
P.s. I am new to seo promotion, I will be grateful for any advice on the subject.
