Yota SIM card does not want to work in a GSM modem, what to tweak?

There is a 32-port modem that works with the SMS Server Tool 3 server. The modem has Tele2 SIM cards and works fine. Now the task is to replace them with Yota SIM cards. And they refuse to work. The same SIM cards normally send SMS from a phone and a simple Huawey GSM modem, but they don’t want a modem from this (Chinese, on Wavecom modules).
The configuration of one modem in smsd.conf looks like this -

When trying to send SMS, we get:
Fail_reason: +CMS ERROR: 50 (Requested facility not subscribed)
