Hello everyone, I can’t google how to change the PHP version in the project, because I can't install the addon. package, namely "twitteroauth/autoload.php", which requires version 7.1.3
, I myself tried to change the version to the required one in the vagrant files and in the composer, but after rebooting I got only a bunch of errors ...
tell me please .. now version 7.0, I need 7.1.3

Vagrant is just a utility for creating virtual machines from a basic image and instructions.
You bet 7.0, you should bet 7.1+. Well, change the base image and instructions.
