Who knows if the Yandex.Maps JS API will work (and how to do it) inside HTML applications compiled with PhoneGap, for example, in an iOS application?

Most likely not, because it requires an API key tied to a specific domain. Unless it turns out like this:
"The domains localhost and 127.0.0.1 do not match the domain key, so you can use any key for them (for example, which you plan to use on your site)."

Now they are working with a new version of the api, the only problem is scrolling does not work ...
