I am looking for the implementation of determining the address / area and filling in the test field by the position of the balloon on the map (Yandex, Google - not the point), and the opposite action - determining the location of the balloon and the area by filling in the "Address" field
Maybe someone came across ..

They are called reverse geocoding and geocoding, respectively. Google and Yandex provide a ready-made service - they encode back and forth.
Your own bicycle consists of two parts: data containing the coordinates of all the necessary addresses and a program for geocoding, or, at worst, a database.
