Xubuntu won't shutdown/restart on Acer extensa laptop, help?

The screen does not turn off either, but remains with the xubuntu splash screen. The noise from the system also does not stop. The same xubuntu 16.04 installed on a desktop PC - everything is fine there

What's in the logs? For certain any job hangs.
