How to pack a VDS server into an image?

Hello! There is VDS, everything was set up for a long time. Need to move to another hosting company.
Question: how to pack the current server and deploy everything in a new place. Really so? what tools to use?

Install the same system in a new location and transfer everything except system things like dev sys proc and so on with all rights preserved

Ask the hoster to make a backup and it’s not a fact that it will fit to another node.
For the future, use containers, I would choose LXD or write scripts to deploy the environment, Ansible will come here.

If linux - then dump / restore (these are the commands, if so). But the best way would be to backup user configs (again, if linux is /etc, /opt/etc, /usr/local/etc (if any), homework, all directories where something was ruled, databases, sites, if there is again, you better know what is valuable
there.The hoster will most likely send you with the question "give me a disk image."
