Xubuntu 11.10 and tty1 console

Hello. Does anyone know how to solve two problems without changing the system settings:
1) Changing the keyboard layout by ctrl-shift (with the ability to configure the change keys on the fly)
2) Correct display of Russian letters

There should be a way. I have already dealt with X (setxkbmap in .bashrc). I don't want to edit /etc/default/keyboard. I understand that everything revolves around the two packages console and kbd. I watched the init scripts and could not go further than console-setup and upstart ...

1) sudo dpkg-reconfigure keyboard-configuration
2) sudo apt-get install cyr / sudo dpkg-reconfigure console-setup I
recommend doing sudo apt-get install console-terminus before doing this
