Are there any iOS emulators with a WORKING app store?
perhaps based on a jailbreak?
I will consider any option without using apple devices.

Install a virtual machine (VMWare), raise MacOS in it, raise xcode in it, and emulator in it.
But - it can not emulate some things such as payment.
