Xeon or q6600.9***?

I decided to update my old hospital here. On the E7500 processor (overclocked to 3.5 Ghz), there used to be an e6500.
Asus p5kpl am motherboard.
GT 630 video card. 1Gb
3 GB RAM. I want to upgrade to 4 GB.
I know that 775 is already outdated. But I still want to prolong the life of my friend ...
And I came across Xeons supposedly converted into Q versions.

Intel Core 2 Quad Q9650 (xeon E5450).
Is it really so?

I noticed that the video card is not loaded at 100%, but only at 45-50. And the Processor shamelessly work at the maximum frequency and at 100%.
