XenServer with one network interface?

Good afternoon.
There is XenServer, there is one network interface, as well as only one white IP.
Virtual machines are deployed, there is no Internet.
Initially, I wanted to raise the router on a separate virtual machine and manage accesses from it, but with one white IP, as I understand it, this will not work, since it falls on XenServer itself.
Do I understand correctly that I need to configure NAT and a firewall on XenServer itself, i.e. it will be used as a gateway?
If so, then how do I set up a second virtual interface so that the virtual servers can see it?
And why is the ability to issue a static IP for a virtual server in xen not available?
I know that the question is mainly on the mat part, poke your nose into the articles, what to read.
Thank you.

@Argenon

Put a hardware router in front of the server or take a second ip-address
And in what system is virtualization available? Install a virtual machine with a DHCP server or distribute addresses from another external device.
