Xcode to 13.2.1 can't update only for me?

monterey on both laptop and mini.
1) mac mini 2018 . Can't upgrade from 13.2. I downloaded 452 meters and hangs at the installation stage
2) mac air m1. Already tried 3 times. Cleared the caches of the appstore. Hangs too at an installation stage. Here 12.58 GB was downloaded

on both devices for 16GB of RAM.
