Xcode-select --install installs homebrew in el capitan?

Registered:

xcode-select --install

And I noticed that homebrew was installed, due to the fact that I tried to run the installation script from homebrew:

ruby -e "$(curl -fsSL https://raw.githubusercontent.com/Homebrew/install... "

And it said that homebrew was already installed.
Does xcode-select install homebrew in El Capitan?
