XAMPP or how to connect to mysql with a router?

The situation is this:
On the approach, a router + static IP, on the first machine Win server 2008 r2 + xampp, on the second linux debian.
Task: to raise mysql, or rather the connection to the database. How to be? I go to phpmyadmin through the localhost:999 browser, the root has a password, the ports on the router are forwarded, everything works correctly except for the connection.
Is it possible somewhere in the configs to try to use the IP machine instead of the LAN?
I am trying to programmatically connect to mysql from a second machine on which Debian is installed.
