WWW::Mechanize::PhantomJS how to make it work on Windows?

Greetings. I just can't get it to work on Windows, perl5.22 from activestate. Constantly getting the error 'Selenium server did not return proper status at C:/Perl/site/lib/Selenium/Remote/Driver.pm line 397.'
