Cloud hosting with PHP, Perl, Python, Ruby support and free plan?

Which cloud hosting would you recommend based on the following parameters: the widest language support (PHP, Perl, Python, Ruby and others), access via FTP, WebDAV, etc., a free plan with restrictions (for testing) and the ability to switch to a paid one at the right time ?
On the one hand, there seems to be Heroku, but everything is in Ruby. Or will the Amazon version be better with completely customizable parameters by me (although somehow I don’t really want to)?
Any advice or personal experience write, I will be glad.
